H.R. 1186 – United States-India Energy Security Cooperation Act of 2007

Summary - United States-India Energy Security Cooperation Act of 2007 - Declares it is the policy of the United States to: (1) cooperate with India to address common energy challenges, to ensure future global energy security, and to increase the world-wide availability of clean energy; (2) promote dialogue and increased understanding between the United States and India on our respective national energy policies and strategies as an integral part of the expanding strategic partnership between the two countries; and (3) collaborate with India in energy research that fosters market-based approaches to energy security and offers the promise of technological breakthroughs that reduce oil dependency globally.

Authorizes the President to establish programs in support of greater energy cooperation between the United States and India.

Authorizes assistance for cooperation related to: (1) clean coal and emission reduction technologies and carbon sequestration projects; (2) alternative fuel sources, such as ethanol, bio-mass, coal-based fuels, and hydrogen; (3) energy efficiency projects; (4) commercially available technologies that promote clean and efficient energy use in India; and (5) technical assistance in support of India's development of a strategic oil reserve.

H.R. 1567 - Stop Tuberculosis (TB) Now Act of 2007

Sponsor - Eliot Engel (D-NY)
Amends the Foreign Assistance Act of 1961 to require (currently, authorizes) the President to furnish assistance for tuberculosis (TB) prevention, treatment, and elimination.

Gives priority to activities described in the Stop TB Strategy (as defined by this Act). Revises related fund use provisions.
Authorizes the President, through the United States Agency for International Development (USAID), to provide increased resources to the World Health Organization (WHO) and the Stop Tuberculosis Partnership to improve the capacity of countries with high TB rates and other affected countries to implement the Stop TB Strategy and specific strategies related to addressing drug resistant tuberculosis (XDR-TB).

Authorizes appropriations for Centers for Disease Control and Prevention (CDCP) TB activities.

H. Con. Res. 139 - Expressing the sense of the Congress that the United States should address the ongoing problem of untouchability in India

Expresses the sense of Congress that, as the leaders of the United States and the Republic of India have expressed commitment to the values of human freedom, democracy, and the rule of law, it is in U.S. interests to address the treatment of the Dalits and Tribals in India by: (1) raising the issue of caste discrimination and untouchability; (2) inviting Dalit organizations to participate in the planning and implementation of U.S. development projects; (3) prioritizing funding for projects that positively impact Dalit and Tribal communities, especially women; (4) ensuring that anyone receiving U.S. government funds in India is aware that it is U.S. policy that caste discrimination is unacceptable; (5) ensuring that qualified Dalits are not discouraged from working with the U.S. government or U.S.-funded organizations in India; and (6) discussing the issue of caste in the context of congressional delegations.

United States Commitment to Global Child Survival Act of 2007 - Amends the Foreign Assistance Act of 1961 to authorize the President to furnish assistance to improve the health of newborns, children, and mothers in developing countries.
Directs the President to develop a comprehensive U.S. government strategy to reduce mortality and improve the health of newborns, children, and mothers in developing countries.

Establishes the Interagency Task Force on Child Survival and Maternal Health in Developing Countries.
