Yes, the Indian Consulate has discarded the system of passport surrender done in person as the Indian missions do not have sufficient personnel to cater to more than one million people in the USA alone who are naturalized citizens, originally from India.
However, the passport surrender process hasn’t been completely abolished. It has only been changed and now you can surrender old Indian passports to the Indian Consulate only by mail.
