Delegate Barve, newly appointed Majority Leader of the Maryland House of Delegates, was first elected in 1990. He represents a district with a population of roughly 110,000 that is in central Montgomery County, Maryland.
For 12 years, Delegate Barve was assigned to the House Committee on Economic Matters which had jurisdiction over HMO and health insurance reform, business regulation, consumer protection, and state economic development strategy. He served as the first Chairman of the Science & Technology Sub-Committee.
For the past 8 years, prior to his selection as Majority Leader, Del. Barve was elected Chairman of the Montgomery County Delegation. In this capacity, Delegate Barve was the legislative leader of the largest county in the state of Maryland.
Delegate Barve was a co-sponsor and primary architect in 1993 of Maryland's landmark reform of health insurance. He was the prime sponsor of Maryland's 1995 law which allows HMO patients to use physicians outside of their HMO network.
In 2000, Barve was the prime architect of the landmark Uniform Computer Information Transactions Act (UCITA). With its passage, Maryland becomes the first state in the nation to place this important consumer and business protection statute in effect.

Delegate Barve is the chief financial officer of an environmental company in Rockville, Maryland. He graduated from Georgetown University in 1980 with a Bachelors Degree in Accounting. Kumar P. Barve is the first person of Indian origin to be elected as a state legislator in United States history.
